The answer is “Yes” to both questions, but a third question needs to be asked along with these other two questions before the full truth of the matter can be correctly understood.
Here’s the third question: Does the JUSTICE of God win (prevail)?
Perhaps asking the question another way brings more clarity: Does the JUSTICE of God matter when speaking of God’s love and God’s wrath? The answer is: It surely does!
Let us read what God has to say about His love, justice and wrath, because what He has to say about His love and justice and wrath is the TRUTH of the matter regarding OUR eternal destiny. I’ll be quoting the New King James translation of the holy Bible, and highlighting some words to accentuate the intended thought:
“For God so loved the world that He gave His only
begotten Son, that whoever believes in Him should not perish but have
everlasting life. For God did not send His Son into the world to condemn the
world, but that the world through Him might be saved. He who believes in Him is
not condemned, but he who does not believe is
condemned already, because he has not believed in the name of the
only begotten Son of God.” - John 3:16-18
“He who believes in the Son has everlasting life; and he who does not believe the Son shall not see life, but the wrath of God abides on him.” – John 3:36
For all have sinned and fall short of the glory of God. – Romans 3:23
But God demonstrates His own love toward us, in that while we were still sinners, Christ died for us. Much more then, having now been justified by His blood, we shall be saved from wrath through Him. – Romans 5:8-9
The honest truth of the matter is that the wrath of God is pronounced against every sinner until that sentence of wrath gets removed. How does a sinner get the sentence of God’s wrath removed from them? They must believe that Jesus Christ paid full penalty for their sins by His substitutionary death on the cross, and that God the Father imputed His righteousness to us through our relationship with Jesus Christ so that we can be fully (and immediately) justified to be forgiven of all our past, present and future sins, and be holy enough to meet God’s demands of holiness (righteousness) to be qualified to be in His presence with Him for eternity.
What happens if a sinner dies with God’s wrath upon them?
But in accordance with your hardness and your impenitent heart you are treasuring up for yourself wrath in the day of wrath and revelation of the righteous judgment of God, who will render to each one according to his deeds: eternal life to those who by patient continuance in doing good seek for glory, honor and immortality, but to those who are self-seeking and do not OBEY the truth, but obey unrighteousness – indignation and wrath, tribulation and anguish, on every soul of man who does evil, of the Jew first and also to the Greek; but glory, honor, and peace to everyone who works what is good, to the Jew first and also to the Greek. For there is no partiality with God. – Romans 2:5-11
Therefore put to death your members which are on the earth: fornication, uncleanness, passion, evil desire, and covetousness, which is idolatry. Because of these things the wrath of God is coming upon the sons of disobedience, in which you also once walked when you lived in them. – Colossians 3:5-7
And the kings of the earth, the great men, the rich men, the commanders, the mighty men, every slave and every free man, hid themselves in the caves and in the rocks of the mountains, and said to the mountains and rocks, “Fall on us and hide us from the face of Him who sits on the throne and from the wrath of the Lamb! For the great day of His wrath has come, and who is able to stand?” – Revelation 6:15-17.
What’s the main point of this writing? It’s this. Satan is doing everything he can to try to get people to believe that on the Judgment Day, God would not condemn anyone to a hell (and CERTAINLY not for eternity!), so therefore Satan is trying to brainwash them into believing they don’t need to be concerned about God’s truth regarding what they must do to freely inherit eternal salvation … or the penalty of wrath they will have to pay if they refuse it.
Here is some more truth regarding God’s wrath.
And I saw a great white throne, and him that sat on it, from whose face the earth and the heaven fled away; and there was found no place for them. And I saw the dead, small and great, stand before God; and the books were opened: and another book was opened, which is the book of life: and the dead were judged out of those things which were written in the books, according to their works. And the sea gave up the dead which were in it; and death and hell delivered up the dead which were in them: and they were judged every man according to their works. And death and hell were cast into the lake of fire. This is the second death. And whosever was not found written in the book of life was cast into the lake of fire. – Revelation 20:11-15
Then a third angel followed them, saying with a loud voice, “If anyone worships the beast and his image, and receives his mark on his forehead or on his hand, he himself shall drink of the wine of the wrath of God, which is poured out without mixture into the cup of His indignation; and he shall be tormented with fire and brimstone in the presence of the holy angels. And he shall be tormented with fire and brimstone in the presence of the holy angels and in the presence of the Lamb. And the smoke of their torment ascends forever and ever; and they have no rest day or night, who worship the beast and his image, and whoever receives the mark of his name.” - Revelation 14:10-11
HOW LONG will the smoke of their torment ascend up from the lake of fire? For ever and ever! So should we say we don’t believe that? We can if we’re foolish. We can if we only want to believe SOME of God’s truth.
What God has to say in the Bible about hell is that people will suffer there forever and ever. There will be no end to their suffering. Anyone who claims differently are calling God's Word a lie. Truthfully - they are calling God a liar.
